花蓮一對廖姓夫妻明明沒闖紅燈沒違規，先生因載著老婆去買菜被警察攔下，開了張300元的罰單。對此，廖先生感到很錯愕無奈，原本要買一盤高級生魚片，現在生魚片泡湯了。

　　近年來，微型電動二輪車（也稱為電動自行車）在市場上愈加普及，但也因此衍生了一些違規情況。去年11月30日，新制度正式上路，警方於重要路口加強取締違規行為。但最多的違規情況依然是未戴安全帽，其次是違反規定搭載乘客。顯然，對於新制度的規定，民眾還有著許多不太清楚的地方。

In recent years, the popularity of electric two-wheelers, also known as e-bikes, has increased in the market, but this has also led to some violations. On November 30th last year, the new regulations came into effect, and the police strengthened enforcement of violations at important intersections. However, the most common violation is still not wearing a helmet, followed by carrying passengers in violation of regulations. Clearly, the public still has many areas of the new regulations that they are not very clear about.

　　警方加強取締行動，在易肇事路口發現有騎士未戴安全帽。此時，員警詢問該騎士為何不戴帽子，同時也發現有騎士違反規定搭載乘客。接著，員警要求該騎士靠邊停車，並告知該車輛不得載人。

　　在花蓮也有類似的情況，明明沒闖紅燈沒違規，廖先生因載著老婆去買菜被警察攔下，開了張300元的罰單。對此，廖先生感到很錯愕無奈，原本要買一盤高級生魚片，現在生魚片泡湯了。

The police have intensified enforcement actions and found riders without helmets at accident-prone intersections. At this point, the police asked the rider why he was not wearing a helmet and also discovered that the rider was carrying passengers in violation of regulations. Subsequently, the police asked the rider to pull over and informed him that the vehicle cannot carry passengers. There have been similar situations in Hualien where a citizen named Mr. Liao was stopped by the police for carrying his wife to buy groceries and was issued a 300-dollar fine. Mr. Liao felt helpless and said that he originally intended to buy a plate of high-end sashimi but now he had to give it up.

　　自11月30日新制上路後，已經查獲不少的違規行為。但民眾對於新制度的細節卻並不了解，許多人以為只要戴上安全帽就可以了，還有人認為6歲以下的孩子可以搭載。實際上，騎乘微型電動二輪車必須年滿14歲，並且要戴上合格的安全帽，不得載人，且速度　不得超過25公里/小時，更不能飲酒駕駛。此外，所有車輛所有人必須在2年內完成登記、領用及懸掛牌照，以免遭罰款。

Since the new regulations came into effect on November 30th, many violations have been discovered. However, the public is not familiar with the details of the new regulations. Many people think that as long as they wear a helmet, it is enough, and some believe that children under the age of 6 can ride along. In fact, riding electric two-wheelers requires being at least 14 years old, wearing an approved helmet, not carrying passengers, and traveling at a speed not exceeding 25 kilometers/hour. Moreover, all vehicle owners must complete registration, obtain a license plate, and hang it within 2 years to avoid fines.

　　交通部公路總局已於官方網站建置「微型電動二輪車」專區，並以中、英、越、泰、印尼、緬甸、柬埔寨等七國語言進行宣導，

此外，為了加強微型電動二輪車的管理，政府也相繼推出了多項措施。例如，交通部公路總局於2022年1月開始，對未登記、未領牌、未投保的違規車輛將進行罰款處理，甚至會予以拖吊。此外，政府也計畫於2023年起，逐步調高微型電動二輪車的最高時速限制，並進一步完善相關的法規與檢測標準。

不過，除了政府的監管與改革外，更重要的是民眾的自覺與配合。只有每位騎乘微型電動二輪車的市民都能夠自覺遵守相關規定，才能有效地保障道路安全，減少交通事故的發生。因此，我們也呼籲所有市民，務必遵守相關法規，並將安全意識貫徹到日常生活的每個環節當中。
